Natalia Cowley appointed Cessnock City Council General Manager

Cessnock City Council has appointed Natalia Cowley to the position of General Manager, following an extensive recruitment process. Natalia is a Fellow Chartered Accountant and joins the organisation with a background in local government financial recovery, organisational transformation and sustainable growth.

Currently the General Manager at Moree Plains Shire Council, Natalia has held executive leadership roles across several New South Wales councils, including the Central Coast Council, City of Coffs Harbour and Muswellbrook Shire Council. During her tenure at Central Coast Council, she oversaw a significant financial recovery and has a history of returning multiple local government entities to surplus.

Cessnock City Mayor, Dan Watton said the appointment comes as the council focuses on long-term financial sustainability.

“Natalia brings a track record of disciplined financial leadership with a focus on people and performance,” Dan said.

“I look forward to working closely with her as we continue on this path and achieve positive outcomes for the Cessnock Local Government Area.”

A resident of the Cessnock LGA, Natalia said she welcomed the opportunity to lead the organisation in her local community.

“I am looking forward to working closely with the Mayor, councillors, staff and the community to deliver the best outcomes for our LGA,” Natalia said.

The appointment is intended to strengthen the council’s service delivery and community satisfaction levels as it navigates current economic challenges. Natalia will officially commence in the role on Monday, 29 June 2026.

Cessnock City Council

Local government has been in operation in the Cessnock area since 1906 when the Shire of Cessnock held its first meeting. During the following years there were several amalgamations and splits as new Shires were formed and reshaped until Cessnock was declared a City in 1958.

Cessnock City Council provides a diverse range of services and facilities for the residents of the LGA as well as visitors to the area.
