City’s highest honour awarded to Carol Duncan OAM for civic leadership

City of Newcastle named civic leader, Carol Duncan OAM as the 21st Freeman of the City for a community-focused career with international impact. The recognition acknowledged Carol as a trusted and influential voice in Newcastle with more than 30 years across broadcast journalism, local government, and community advocacy.

Lord Mayor, Ross Kerridge said Carol’s contribution to Newcastle had been profound and enduring. Ross said Carol’s leadership in storytelling, public service, and cultural preservation helped strengthen community connection.

Ross said Carol established the Lost Newcastle local history group in 2012. Ross said the group reunited families, supported academic research, and grew the Vera Deacon Regional History Fund to preserve Newcastle’s stories.

The former ABC journalist and Newcastle councillor used these platforms to advocate for local arts and culture, support the community through challenges, and sustain local history through storytelling. Carol’s work in health and science communication, including award-winning reporting on disasters and public health, informed policy and supported vulnerable communities.

This included broadcast coverage sharing the experiences of people with Human Papillomavirus, which supported the extension of HPV vaccination to boys in Australia and the United Kingdom in 2013.

Deputy Lord Mayor, Callum Pull presented Carol with the honour at City Hall before an audience that included city officials, cultural leaders, and fellow Freemen. Callum said Carol’s advocacy for music, arts, and the night-time economy were key achievements during seven years on Council. Callum said she chaired committees including City of Newcastle’s Community and Culture Strategic Advisory Committee and Public Art Standing Committee.

Carol said the honour reflected the strength of Newcastle’s people. Carol said her career in radio and local government highlighted the value of working for and with the community. Carol said the recognition underscored the importance of preserving local history, supporting communities through challenges, and championing the next generation of creatives.

The Freeman of the City acknowledgement was Carol’s second major honour in 2025, following her Medal of the Order of Australia in the King’s Birthday Honours for service to the community. Carol joined 20 other Novocastrians recognised as Freeman of the City, including former Lord Mayor Joy Cummings, philanthropist and historian Vera Deacon, and Surfest co-founder Warren Smith.
