Newcastle rolls out welcome wagon for cruise passengers to deliver business boost

More than 35,000 cruise ship passengers will be transported directly into Newcastle’s East End precinct this season via the new Passenger Experience Project. The dedicated shuttle bus loop is designed to capture local retail and hospitality expenditure from the region’s $7 million cruise economy. The 113,561-tonne Crown Princess arrived in Newcastle Harbour to open the 2026/27 season, which will see 18 cruise vessels dock in the city between October 2026 and April 2027.

The initiative utilises a 24-seater shuttle bus operating every 20 minutes between the Newcastle Visitor Information Centre and the corner of Hunter and Watt Streets. The project is one of 16 precinct activation programs receiving funding through City of Newcastle’s $925,000 Special Business Rates allocation. Developed in consultation with the East End Collective, Destination NSW, the Newcastle Visitor Centre, and the Newcastle Tourism Industry Group, the transit model models similar passenger dispersion initiatives operated in Darwin and Port Adelaide.

Around 20 commercial operators in the East End have signed on to offer dedicated cruise passenger promotions. Destination NSW expenditure benchmarks indicate cruise visitors spend an average of $197 per person onshore during port calls. Additional initiatives funded in the latest SBR grant round include the New Lambton Fair scheduled for May 2027, the return of the Winterheat Festival, Newcastle Fringe Festival, West Best Bloc Fest, Newcastle Tuna and Seafood Festival, Newcastle Food Month, Wallsend Frights, and 10 monthly “Hot Shots” community market events in Wallsend.

Lord Mayor of Newcastle, Gavin Morris stated that targeted transport infrastructure helps local commercial precincts capture economic benefits from maritime tourism.

“Watching these mammoth vessels pull through the headland and into our beautiful Newcastle Harbour brings with it a certain sense of excitement,” Gavin said.

“For businesses in the east end, this project will ensure the arrival of the cruise ships generates a new level of economic opportunity alongside this excitement. The Special Business Rates program is specifically designed to benefit businesses in the City Centre, Hamilton, New Lambton and Wallsend and the Passenger Experience Project is a fantastic example of this.”

Chair of the East End Collective, Lukas Thodas added that structured transit services increase customer dwell time across precinct retail corridors.

“Destination NSW data shows cruise passengers spend an average of $197 onshore per person,” Lukas said.

“By bringing people to the east end, we’ll increase foot traffic, dwell time and spending at participating local businesses. Our traders were keen to capitalise on the record-breaking cruise season, but many were unsure how to draw visitors into the precinct. The 24-seater shuttle bus will do loops every 20 minutes to pick up passengers and drop them in the east end, giving businesses a coordinated pathway to capture that spend. Beyond the cruise season, the branded digital and printed resources will continue promoting Newcastle East businesses year-round, delivering lasting value beyond the life of the project.”

City of Newcastle

In 2030, Newcastle will be a smart, liveable and sustainable city.

Council developed and adopted a suite of strategic documents to guide delivery of Council's seven key strategic directions, outlined in the Newcastle 2030 Community Strategic Plan.

  •  A Connected City
  •  A Protected and Enhanced Environment
  •  Vibrant and Activated Public Places
  •  A Caring and Inclusive Community
  •  A Liveable and Distinctive Built Environment
  •  A Smart and Innovative City
  •  Open and Collaborative Leadership

This planning strategy has assisted in the delivery of a City Revitalisation Program that has encouraged a large investment in the City by both Government and private investors that are willing to prove that Newcastle is ready for change.
